Social development is currently shifting toward a human-centered paradigm, yet its implementation is often hindered by the phenomena of distorted development and social exclusion. This study aims to analyze the theoretical dynamics of community organizing, evaluate its implications for welfare, and synthesize an effective organizing model. The method employed is a qualitative literature review with a thematic synthesis approach applied to various reputable academic publications. The results indicate that community organizing is a systematic process ranging from natural initial engagement to self-reliant action to establish a just social order. These dynamics are proven to trigger empowerment and multidimensional social inclusion by optimizing the pillars of social capital, which include trust, norms, and networks. The study’s primary conclusion asserts that community organizing is not merely an administrative formality but an instrument for transforming relations toward collaborative governance. The success of sustainable social development depends heavily on the synergy between individual self-reliance, community cooperation, and inclusive government policy support to overcome structural barriers for marginalized groups.
